Fees may be subject to review throughout the financial year and may change either by approval of DPIRD's Director General or by amendment to regulation (if applicable).
Agriculture and Food Services, Products and Fees
Our department publishes an annual services, products and fees booklet which lists the services we provide (for agriculture and food) and the relevant fees and charges that apply.

Payment options for fees and charges are listed on the back page of the booklet. Application fees must be paid prior to application processing. Additional fees for risk assessment or inspection may be charged in addition to the initial application fee.
Most services in the booklet relate to biosecurity. Other department services include Diagnostics and Laboratory Services, registration for industrial hemp, Buy West Eat Best, and geographic information services (GIS).
Biosecurity fees and charges
These fees and charges enable the department to continue to provide essential biosecurity services and ensure:
- consistency across all biosecurity delivery areas
- the need to reflect a fair and reasonable true cost of services, including a realistic measure of staff time.
- phasing in of full cost recovery of fees, as per State Government policy.
Fees and charges determined for services provided under the Biosecurity and Agriculture Management Act 2007 (BAM Act) are published in the WA Government Gazette and the Agriculture and food services, products, and fees booklet.
The department manages about 330 fees and charges for biosecurity services, including:
- BAM Act permits and accreditations
- regulatory inspections and services
- registration and brands
- diagnostic and laboratory services
- professional services.
Biosecurity inspection fees and charges are payable by the importer, exporter or owner of the organism or potential carrier, and by the owner or occupier of a property or facility.
Charges for some services are calculated on a cost recovery basis, for example postage and packaging costs. Other service charges not listed in the booklet can be provided on enquiry.
Exempt fees and charges are outlined in the Services, products, and fees booklet and published in the WA Government Gazette.
Exemptions include some regulatory activities carried out under the BAM Act, for example the inspection of passengers and/or passengers’ baggage at inspection points and the inspection, at road inspection points, of vehicles and agricultural products, and animals kept as pets.
Fees and charges for biosecurity services are reviewed annually and come into effect on 1 July each year.
Treasurer's Instruction 810 requires State Government agencies to conduct reviews of their tariffs, fees and charges on at least an annual basis.
