Biosecurity determinations and approvals

Under the Biosecurity and Agriculture Management Act 2007 (BAM Act), the Minister and Director General make decisions that administer the biosecurity system. These include setting requirements for the import and movement of things that may pose a biosecurity risk, approving quarantine treatments, and determining fees, charges, and rates.

These determinations and approvals are not included in the Biosecurity and Agriculture Management Regulations 2013 because it is anticipated that they will change from time to time.

Current determinations and approvals are published below.

Changes to import and movement requirements will not be published without prior consultation.

WA Organism List

Under the BAM Act, every organism except a human being has a legal status. The Minister can make declarations on whether an organism is permitted or prohibited (declared pest).

The WA Organism List (WAOL) shows the declaration status of organisms and any restrictions if you want to import the organism into WA.

Import requirements

In addition to restrictions on importing declared pests, under reg 72 the Director General can publish import requirements for potential carriers to enter WA.

A potential carrier could be defined as anything that can carry an organism or anything that can carry other items that may be carrying an organism.

To search for import requirements on a potential carrier visit Quarantine WA Import Requirements Search.

For forms associated with importation please view the Biosecurity forms page.

Intrastate movement requirements

Under reg 8A the Director Genral can publish movement requirements for potential carriers moving from one part of WA to another.

This is because there are some pests and diseases which are present in parts of the state, and not others. Restricting movement in and out of these areas allows us to manage the risk of the pest or disease spreading.

For forms associated with intrastate movement please view the Biosecurity forms page.

Director General approvals

Various sections of the Act and Regulations require the Director General to approve treatments, tests or forms that enable people to meet their obligations.

Fees and charges

Under reg 125 the DG can determine the fees and charges for the provision of services under the Act. The Determination is published in the Government Gazette.

Once determined, information on biosecurity fees and charges is published as part of an annual services, products and fees booklet which lists the services we provide (for agriculture and food) and the relevant fees and charges that apply.

Management Plans

Under section 45 of the Act the Minister may issue a Management Plan for the control of a declared pest in a specified area. The control measures set out in the Management Plan may be the responsibility of persons other than owners or occupiers of land and they may be very specific in their requirements to achieve the best biosecurity outcomes.
